Predictably Bernardino Leon left the UN mission in Libya. 13 months of trying to find a way out of the crisis, to create a government of national reconciliation, ended with a failure . Now it's up to the former UN mediator in the Congo, German Martin Kobler try to find a solution. One might say that Libya tragedy reminds Goose game, with the piece comes back to its starting point.
An image that is actually misleading for two reasons: UN credibility credit is consumed and, since 20 October even Tobruk Parliament is not legal. So, while the world's attention after the attacks in Paris focuses on Syria, across Mediterranean Libya risks its collapse.
Leon leaves the scene overwhelmed by scandal. Britain's The Guardian published a chart of email from which it is clear that Leon treated a consultancy contract with UAE (country sided with the Parliament of Tobruk) for 50,000 Euros per month. Now it seems that Leon could also renounce the contract because they have now found evidence that UAE violated the international embargo by supplying weapons to militias and Tobruk army.

13 months later comes diplomat Kobler with UN very acute crisis of confidence in a country, Libya, with an implosion of institutions which seems to foreshadow an implosion of the nation state.
We hope that UN new envoy is willing to give a strong signal of discontinuity with respect to Leon management, or whether he is preparing to manage Libyan table as one of  many still open (even decades, as Cyprus ) that no They seem to have an outlet.
But, according to earlier statements, the discontinuity does not seem to be the path chosen: in a statement released the same day, Kobler pointed out that will carry forward the process of dialogue initiated by Leon to "build upon the achievements so far." "To do this - continues - in the coming days I will listen to members of the political dialogue and the Presidential Council appointed, as well as several other Libyan partners to address and solve the limited number of outstanding issues. I am determined to get to an endorsement of the political agreement in the Libyan ' immediate future . "
A discontinuity from the reduction dell'elefantiaco apparatus of the UN delegation consists of 150 officials especially Arabs. And a discontinuity in the presence of foreign ambassadors at the summits between the parties. It happened, in fact, that whenever Leon summoned the parties, at the site where the summit was held were present also the ambassadors of some countries (Italy, France , United States, England , Germany, Portugal , Spain, European Union , Egypt, Turkey , Qatar, United Arab Emirates ). These ambassadors represent largely States which are not simple observers but parteggiano with a part or with the other. This presence undermines the credibility of the UN delegation and Libyan participants.

The first political problem that Kobler will have to overcome is the legitimacy of the Parliament of Tobruk, whose mandate expired on 20 October . If it had been signed last draft agreement proposed by Leon, the Parliament would be extended but today the hypothesis that the Parliament claims to self-legitimizing not evident. Clearly prevails an instinct to preserve (the place) but the difficulties of Tobruk are also daughters of the practice of "haggle within" the delegate Leon who in recent months has presented several drafts of Understanding  product of subsequent negotiations with the parties involved . In this framework, the only force that seems to have a clear strategy is Daesh , which controls Sirte . And in front of an implosion of Libya, cut them are the Is reinforcing.
Italy, Europe, the International Community. There has been until now a unified position , a clear strategy, determined. It worked to cultivate the logic, each country, their own backyard, their interests (Italy are in fact perceived by the Libyans as a country equidistant between the parties).
But now, and especially after Paris, that will happen? With difficulty the G20 , which was held in Antalya, Turkey, has indicated a path to address the Syrian crisis, and therefore the Daesh. The international community at the UN had delegated the management of the Libyan crisis. Now that is before the eyes of all the failure of the United Nations, there will be a change in strategy? In recent months, the only voices that were raised were those that outlined scenarios of military initiatives . The operations against traffickers "human goods" even on the Libyan coast, the naval blockade.
Even it seemed, before the summer, which was imminent military intervention. After Paris, Europe will have to take note that Bernardino Leon has packed up. He should wake up from the spell. Maybe, EU High Representative, Federica Mogherini, could even beat a shot. Hopefully that is not just a cough.
